The Swagman Spire is a 15 and 20mm thru-axle bike adapter. The Spire allows you to fit bikes with either 15mm or 20mm thru axles onto a bike rack that only accepts 9mm drop outs. Two sets of screw in adapters are included to fit both 15 and 20mm thru axles.
The Spire is made of aluminum as a method to prevent rust from occurring, while also giving the rack a clean looking smooth finish. The aluminum design doesn't take anything away from the strength of the bike rack as it will support bikes up to 45 pounds.
